Sir,
I am commanded by My Lords Commissioners of the
Admiralty to acquaint you for the information of the
Secretary of State for the Colonies that they have received
an application for an increase in the temporary local allowances at present paid to Admiralty employees at
Hong Kong, on the ground of the recent rise in the value
of the dollar from ls/ŷd to 1/10d. It is stated that
prices have not fallen owing to this change and that
officers and men whose pay, or a portion of it, is fixed
in sterling have in consequence suffered severely.
My Lords would therefore be glad to obtain
informationás to the fluctuation of dollar value and its
effect upon prices, and also as to any measures that may
have been taken to increase the allowances of Officers
serving at Hong Kong. 18
